It's the most common question about Kirkland minoxidil, and the answer is on the box: the Kirkland carton itself says 'compare to Men's Rogaine Extra Strength active ingredient.'

The active ingredient is the same
Kirkland Signature Minoxidil Topical Solution USP 5% and Men's Rogaine Extra Strength Solution both list the same active ingredient at the same strength: minoxidil 5% w/v. Both are indicated for the same use — to regrow hair on the top of the scalp (vertex only) in men.
Both are also USP-grade over-the-counter drug products, which means they're made to United States Pharmacopeia standards and regulated by the FDA under the same OTC monograph. Kirkland Signature is Costco's store brand, and Costco states that its Kirkland Signature over-the-counter medications are generic versions of their national brand counterparts, subject to the same FDA manufacturing standards.

So why the price difference?
Mostly branding, packaging and pack size. Rogaine is the originator brand and carries brand pricing plus consumer marketing costs. Kirkland Signature is a store brand sold in bulk multi-month cartons, which lowers the per-bottle cost substantially. This is the same dynamic as store-brand ibuprofen versus a national brand.
The practical difference for most buyers is the form factor: solution with a dropper (Kirkland) versus the option of a foam (some Rogaine products). Foam dries faster and some men find it less irritating; the solution lets you target the scalp precisely with the dropper. The label directions and expectations are the same either way.
What's the same, honestly
Same active ingredient, same strength, same indication, same directions, same warnings, same expected timeline. If 5% minoxidil solution is what you're after, the choice comes down to form and price — not potency.
